    Gov. Emmanuel Scores Administration High On 6-Year Performance

    Gov. Udom Emmanuel of Akwa Ibom says his administration has performed above 85 per cent in the last six years.

    Emmanuel said this during an interactive session with journalists while presenting his scorecard in Uyo on Friday.

    He said that in spite of the economic and security challenges that confronted the country, his administration had made maximum use of the available resources to provide basic infrastructure to the people.

    The governor said that in the last six years, his administration had attracted investors to the state through good road network, and a conducive environment for businesses to thrive.

    Emmanuel said that there had been improvement in the area of road infrastructure, education, agriculture, rural development, aviation and healthcare delivery in the state.

    He said that the investment opportunities attracted to the state was due to the quality of good leadership, saying that it would be sustained in the next two years.

    He, however, said that there were certain economic indices that could not be controlled by anyone, that affected the performance of his administration.

    “Apart from economic and security challenges, the COVID-19 pandemic that is ravaging the whole world has affected our performance.

    “As a governor, you don’t control policies. If you have that limitation, you can’t perform optimally.

    “There are a lot of things you will like to do but you don’t get policy support,” Emmanuel said.

    The governor, however, acknowledged the fact that serving the people was not an easy task and appealed for more support from Akwa Ibom people to perform better.

    He assured the people that everything the government was doing was in the best interest of all the citizens.

    Emmanuel reiterated his determination of his administration to ensure that there was adequate power supply across the 31 local government areas of the state by 2022.

    The governor called on the Federal Government to liberalise the power sector to allow state governors generate and distribute power to its citizens.

    He called on the people to be ready to support government by purchasing their prepaid meters and to settle their bills promptly.

    The governor urged the media to support in the development of the state irrespective of the person in power. (NAN)

    NANS Suspends June 12 Protest

    The National Association of Nigerian Students (NANS) has suspended its planned June 12 nationwide protest.

    The President of the association, Mr. Sunday Asefon, announced the suspension in a statement made available to newsmen on Friday in Abuja.

    The statement titled, ‘NANS Suspends June 12 Protest Over Concerns About Safety Of Protesters And Fear Of Possible Hijack By Politicians’, was aimed to forestall peace in the country.

    According to the Asefon, the planned protest was aimed at decrying the insecurity in the country, especially the serial abductions of students.

    Asefon, however, said some politicians with “different agenda” have perfected plans to hijack the protest to “ventilate their political opinions and sentiments.”

    He said, “the students’ body was not associated with the secessionist campaign.

    “Having considered the current security realities and the danger to the lives of our members in case of possible hijack of the planned protest, I in consultation with all the structures of NANS, therefore, announce the suspension of our proposed protest for June 12.

    “The suspension of the protest is necessary to avoid a clash of interest and clash with security agencies that are on red alert to protect the nation’s infrastructures from security breaches on the proposed date as a result of many other protests slated for the date.

    “We intend to protest for better security and improved welfare for our students, we must therefore not put the life of any of our students at risk to ventilate our grievances,” he said.

    Asefon added that the protest was not cancelled but postponed as a new date would be announced for the demonstration later.(NAN)

    ASUU Strike: We Will Shut Down All Private Varsities, NANS President

    The new President of the National Association of Nigerian Students, Sunday Asefon, has vowed to shut down all private universities in the country should the nine-month strike embarked on by members of the Academic Staff Union of Universities continue.

    The NANS president stated this while speaking on a PUNCH Online interview programme, The Roundtable.

    He lamented that the ongoing strike is the longest industrial action embarked on by the university lecturers.

    According to him, NANS would engage the Federal Government representatives and ASUU leaders to find a lasting solution to resolve the stalemate in negotiations between the two arms.

    The NANS president said after consultation with the two parties and should the strike not be called off as soon as possible, NANS would move in and shut down all tertiary institutions in the country.

    Asefon said, “In the history of ASUU strike, this is the longest ASUU strike so far, going to nine months now. My administration frowns at it.

    “We will be meeting with the representatives of the Federal Government and that of ASUU to see how the two can shift grounds so that our students can go back to the classroom. It is just a story of where two elephants fight, the grass that suffers.

    “There must be a lasting solution, ASUU must stop this strike and Federal Government must listen to ASUU. The two should synergise, they should pity the common students who have been at home.

    “If you are talking about money, the Federal Government will still release the money at the end of the day. The strike has not stopped the salaries of ASUU (members). But it is the students that are at the receiving end of this long ASUU strike.

    Continuing, he said, “Before we mobilise our students to the streets to engage in a confrontation with the government, we believe ASUU and FG should sit and resolve the whole issue. That is our interest. We are tired of being at home. We want to go back to school.

    “We have three Cs, we have embarked on the first C which is ‘Consultation’ and we are going to ‘Consolidate’ on our ‘Consultation’. We will get to a stage before the end of this year when we will get the two of them seated on a roundtable. We will force the two parties to make a decision because they are toying with the lives of Nigerian students.

    “If they fail to resolve the issue, we are going to embark on the third C which is ‘Confrontation’. We are going to shut down all private universities in this country. And after that, we are going to engage in mass action. Because the majority of the children of ASUU (members) and the rich are in private schools and they are not affected. That is why they are toying with the lives of the common Nigerian students,” NANS president stated.

    12 Universities Get TETFund N1billion Grant

    Prof. Suleiman Bogoro, Executive Secretary, Tertiary Education Trust Fund (TETFund), on Thursday presented allocation letters to the Vice-Chancellors of 12 universities for the take-off of their TETFund Centre of Excellence (TCOE).

    Bogoro, while presenting the letters in Abuja at an event, charged the institutions on implementation of its own approved TCOE to address specific national development challenges by preparing professionals.

    He also disclosed that the board would fund the centres with a grant of N1 billion each for five years to enable them attain national aspirations.

    The News Agency of Nigeria (NAN) reports that President Muhammadu Buhari in March approved the first set of TCOE to take up research in their respective regions for national development.

    He said two universities were selected from each geopolitical zone of the country to bridge the gap between researchers and users, as well as stimulating and strengthening triple-helix relationships.

    He listed the universities to include: in North Central, University of Abuja which would host TCOE in Public Governance and Leadership and University of Jos to host TCOE in Food Security.

    North East has Abubakar Tafawa Balewa University, Bauchi, to host TCOE in Food Security and University of Maiduguri will host TCOE in Arid Zone Research and Development.

    He added that in North West, Usman Dan-Fodio University, Sokoto will host TCOE in Urology and Nephrology, while Bayero University, Kano will host TCOE in Renewable Energy.

    Others are: South East, Michael Okpara University of Agriculture, Umudike to host TCOE in Root Crop Research and Development and Nnamdi Azikiwe University, Awka to host TCOE in Agricultural and Engineering Translational Studies.

    Bogoro also named the University of Benin to host TCOE in Aquaculture and Food Technology, while University of Uyo will host TCOE in Computational Intelligence in South South region.

    In the South West, the University of Ibadan to host TCOE in Multi-Disciplinary Studies and the University of Lagos on TCOE in Biodiversity Conservation and Ecosystem Management.

    According to him, the relevance of COEs for capacity building in developing countries cannot be overemphasised.

    He said COEs were potent instruments for nation building as far as they have the potential to realise human resource development.

    He said “The conceptual framework for Centres of Excellence is unlikely to be unfamiliar, alien or even novel to most of you here. Nevertheless, a Strategic Framework and Establishment Guidelines for TETFund Centres of Excellence, as approved by the TETFund Board of Trustees will be made available to all of you.

    “Each selected institution is expected to implement its own approved TCOE, with the objective to address a specific national development challenge through preparation of professionals, applied research and associated outreach activities to partner, especially community services.

    “Within that prism, institutions will have autonomy to implement their own institution-specific proposals to enhance capacity to deliver national high-quality training to address development challenges.”

    He said the major objective of establishing the Centres was among others, to support strategic and applications-oriented research and expertise with potential industrial application.

    Also, the chairman, TETFund Board of Trustees, Alhaji Kashim Ibrahim-Imam said the fund’s BOT was committed to advancing the tertiary education in all ramifications.

    Ibrahim-Iman promised that the fund would continue to sustain the process of research in the country, noting that an additional 12 universities would be established by 2021.

    He said “We want you to invest at least 70 per cent of the research grant in safe and high-yielding financial investment.”

    Responding on behalf of Vice-Chancellors of the benefiting universities, Prof. Lilian Salami, Vice Chancellor, University of Benin promised to live to expectations in delivering the task accorded to them.

    UI VC Race Crisis: Soldiers, DSS Storm Campus

    Security agents, including soldiers, officers of the Department of State Services (DSS), Wednesday stormed the University of Ibadan ahead of the contentious selection of the next Vice Chancellor of the University.

    The tenure of the incumbent Vice-Chancellor, Professor Idowu Olayinka, expires on November 30, while the new Vice-Chancellor is expected to assume duties on December 1.

    The security agents have been deployed to the Trenchard Hall, venue of the announcement of the candidate for the Senate/Selection Board for the incoming VC.

    Members of the Senior Staff Association of Nigerian Universities (ASUU) and the Non-Academic Staff of Universities (NASU) have mobilised to the venue for the announcement.

    “The VC has invited soldiers to the Trenchard Hall to manage the election. SSANU and NASU have mobilized to the place and it is now rowdy. The soldiers are threatening to shoot the staff. I just hope we will not have another Lekki on our hands,” a staff of the institution said.

    Kidnappers Demand N10m To Release Lecturer’s Wife

    Kidnappers of the wife of a lecturer in the Department of Mathematics and Computer Science, Delta State University, Abraka, Dr. Sunny Ojobor, have demanded N10m ransom for her release.

    Ojobor told journalists on Wednesday that the kidnappers had contacted him with the demand.

    He also debunked media reports that the gunmen were from the northern part of the country saying: “These are our boys. Their English might not be too sound, but they are enlightened.”

    Decrying the spate of kidnappings in the area, Dr Ojobor said: “It is very annoying that we have got to this place in Nigeria that somebody, who is doing her business and managing her life will be kidnapped because people are looking for money.”

    Mrs. Ojobor, a staff of the Erho Secondary School, Abraka, was kidnapped from her shop on old Eku-Abraka Road on Monday around 6.30p.m.

    It was gathered that the hoodlums, numbering about five, stormed the victim’s shop and started shooting indiscriminately before they whisked her into a standby vehicle to an unknown destination.

    The Delta State Police Public Relations Officer, DSP Onome Onovwakpoyeya, confirmed the incident, saying that the police were on top of the situation to rescue the victim.

    “The command is doing everything possible to rescue the victim alive and apprehend the abductors.

    “I can’t begin to disclose some vital information regarding the kidnap, but we are on top of the situation.

    “There is intensive surveillance and patrolling right now in the community and currently we are more into intelligence-led policing and so what we need from the public is information.

    “The earlier we get information, the better. If you see anything suspicious just let the police know and over time the public has been encouraged to have the number of their DPOs.”

    Nine Kidnapped ABU Students Released

    Nine abducted students of the French Department Ahmadu Bello University (ABU) Zaria have been released after payment of ransom.

    News Express gathered that the students were released Saturday night after a million was paid as ransom for each of them.

    Already, friends, family members and well wishers have taken to their social media handles thanking God for their release. They had earlier intensified efforts to help in raising the ransom demanded by the kidnappers.

    The need for the release of the abducted students became more urgent last night when @Abu_campus tweeted a screenshot with the words, “please they called and reduced the money to two million naira and gave 12a.m as deadline.”

    Recall that the nine students were kidnapped by armed men last Sunday, November 15, on the Kaduna – Abuja road and a cumulative sum of N270 million was demanded as ransom for their release.

    They were reportedly heading for Badagry, Lagos, for an exchange programme.

    Strike: Hope Rising As FG Exempts ASUU From IPPIS, Raises Allowances

    The light at the end of the tunnel seems to be shining through for university students who have been at home for eight months following an indefinite strike embarked upon by the Academic Staff Union of Universities (ASUU).
    After weeks of negotiations the Federal Government on Friday, finally agreed to ASUU’s demand not to be paid through the Integrated Payroll and Personnel Information System (IPPIS).

    The breakthrough followed a seven-hour meeting between the government and ASUU delegation in Abuja where the government also agreed to increase the Earned Allowances to university staff from N30bn to N35bn and the revitalization fund from N20bn to N25bn.

    Reading out the communique at the end of a meeting, the Minister of Labour and Employment, Dr. Chris Ngige, disclosed that government also agreed to pay the salary arrears of the striking lecturers from February to June through the old salary payment platform, Government Integrated Financial and Management Information System.

    He said: “We are also reviewing how the lecturers will be paid on the old platform until UTAS is ready for usage.

    “We agreed also that the withheld salaries are the component of the issue of ‘no work, no pay’ that was invoked and the Minister of Education and myself are working on that to get approval for the lifting of the embargo.

    “This is a transition period between the formalization of UTAS, and as soon as we finish this, the Office of the Accountant General of the Federation, the National Universities Commission and the Vice Chancellors are to work together to make sure that the withheld salaries are paid through the old platform, which the Accountant General’s office used in paying the salaries of university workers that were not captured on IPPIs for the months of February, March, April, May and June.”

    Strike: ASUU Fighting The People’s Battle

    The ongoing nationwide strike by the Academic Staff Union of Universities (ASUU) will encourage the government to review its strategy on commercialising education and starving public universities of funds.

    It is to ensure quality education for the children of the poor, who cannot afford the exorbitant fees paid in private universities or do not have opportunities to study outside Nigeria.

    This is according to the Ambrose Alli University (AAU), Ekpoma chapter of the union.

    The chapter expressed these views in a statement titled, ‘The Survival of Public Universities in Nigeria and the Desirability of the Ongoing Nationwide Strike,’ signed by its chairperson, Dr. Monday Igbafen.

    The union, while justifying the prolonged strike, insisted that it was the only avenue to make the government respond to the plight of the citizens.

    ASUU had embarked on an indefinite strike on March 23, 2020.

    Igbafen, who called on Nigerians, especially parents, to bear with the union as no good thing comes without pain, said the government must be adequately confronted for its plan to raise the cost of education beyond the reach of the poor majority of Nigerians.

    The union leader, also tasked all stakeholders in the education sector, especially students and parents, on the need to join what it described as a “patriotic struggle” to defend the adequate funding of education in the country.

    He further described the ongoing strike as a veritable means to bring about quality education to the country.

    Part of the statement read: “Nigerians should bear with us. ASUU is fighting the people’s battle. Our union is struggling to ensure that the children of the poor, who cannot afford the prohibitive cost paid in private universities or do not have opportunities to study outside Nigeria, get quality education which is now priced beyond their reach.

    “This will only happen when the government adequately funds public universities and addresses the rot and decay in them.”

    The union also accused some government leaders of gross insensitivity to the sad realities in public universities because their children were not in Nigerian universities.

    “This is responsible for the obvious lack of committed interest and concern of the government to the earnest resolution of the issues which led to the ongoing strike,” the statement added.

    Strike: ASUU Wants Members To Boycott UI Convocation

    The Academic Staff Union of Universities, University of Ibadan, has asked its members to boycott the 2020 Convocation and foundation laying ceremonies of the University.

    The Convocation is scheduled for November 16, 2020.

    A statement signed by the university’s ASUU Chairman, Prof. Ayo Akinwole, said for its members, holding convocation ceremonies at this time is a violation of the principle of the ongoing strike.

    According to the statement, the Union was constrained to “advise members not to be in attendance or participate in the preparation for and the actualisation of the said convocation and 72nd foundation Day Ceremonies.

    “The notice for the university of Ibadan 2020 Graduation and 72 Foundation Day ceremonies came to our attention on Saturday 7th November. In the spirit of the current ASUU strike, holding graduation ceremonies at this time would be a violation of the principle of the ongoing strike to rescue public university education in Nigeria.

    “To the best of our knowledge, there was no request for a waiver for such to take place in the University of Ibadan.”

    Kogi Poly Bursts Exam Fraud Syndicate, Arrests 12 Students At ”magic Centre”

    The Rector of Kogi State Polytechnic, Lokoja, Dr. Salisu Usman Ogbo, said the institution has discovered an examination fraud syndicate and certificate racketeers operating within and outside the Lokoja campus.
    The Rector, who disclosed this at a press briefing on Monday in Lokoja, also paraded 12 suspects arrested by the security department of the institution over alleged culpability in the fraud.

    He said that following intelligence report about existence of examination “Magic Centres” both within the campus and in some parts of Lokoja, the management launched investigation into it.

    “We immediately set investigative machineries in motion to ascertain the authenticity of the report. Lo and behold, the centre being controlled by a syndicate of some disgruntled elements in our system was discovered right in the heart of Lokoja.”

    The Rector, who projected some pictures of students writing in an obscure place, said: “these are our students at one of the ‘Magic Centres’ writing their examination while examination for the course(s) in question was going on in the approved halls on the campus.

    “We were able to unravel this academic decadence with evidence on Thursday, 5th November, 2020.

    “Our team of securitymen was able to burst one of the centres called ‘Champion Lodge’ at ‘Sarkin Norma’ after the Primary School.

    “Even as the suspects escaped before the arrival of the security team, a total of 32 answer scripts on different courses, with students’ particulars written on each, were retrieved from ‘Carlifonia Lodge’ at the same ‘Sarkin Norma’ where the scripts were kept for onward transmission to their principal(s).

    “Today, Monday, 9th November, 2020 we were also able to arrest additional 12 participants of the said ‘Magic centre’ who variously confessed to their involvement,” he added.

    Ogbo said that the security team had also arrested one Victor Attah, the owner of the room that was used as the “Magic Centre”, alongside one Daniel Ikoja (AKA Progress), the owner of the room where scripts were kept for onward transmission.

    He said that a related issue was the forging of results by students.

    “So far, we have been able to establish one case involving an external result used to secure admission into the Polytechnic.

    “In all, we have expanded our dragnet with the view to tracing all those directly or indirectly involved in the fraud, and we will ensure that they are all brought to book.

    “After our investigation, we will ensure that all the collaborators are brought to book in accordance with our laws,” he said.

    The Rector warned that management would not tolerate any act capable of tarnishing the credibility of the institution, its results and certificates.

    Students, Staff Of Another Secondary School Test Positive For Coronavirus

    Lagos State Government has confirmed more positive COVID-19 cases in another secondary school in the state.
    The state’s Commissioner for Health, Prof. Akin Abayomi, who disclosed this in a statement on Friday in Lagos, said the infections occurred in a boarding school.

    Abayomi said that a staff of the school fell ill, received first aid treatment at the school clinic, but later tested positive for COVID-19 at the Lagos State Biobank on Nov. 2.

    He noted that contact tracing revealed that a student and four contacts of the staff member were positive for COVID-19.

    The commissioner noted that most of the infected persons are predominantly asymptomatic, while some have mild symptoms.

    He said that the state COVID-19 Incident Command System through the Emergency Operation Centre (EOC) was investigating the incident

    The statement read in part: “We would like to assure members of the public and stakeholders of the school that the situation is completely under control.

    “Steps are being taken to contain the spread within the school and reduce exposure to the outside community.

    “All parents are being contacted first through the PTA and a family zoom call is being arranged to further allay their fears.”

    Abayomi noted that COVID-19 presents with very mild symptoms in children and teenagers, compared to other age groups, but warned that there was risk of infected children transmitting the disease to adults who they interact with daily, and who might be at higher risk of severe disease and death.

    His words: “Students who test positive are to be isolated in the school premises and, if unwell, will be admitted in one of the accredited isolation centres in Lagos.

    “Students are discouraged from going home to avoid infecting members of their families.”

    According to him, the Ministry of Health and NCDC are working closely with the Ministry of Education through a joint approach to manage the outbreak in the school.

    “COVID-19 is still very much with us and we must strive to prioritise the safety of all, including students and teachers, by adhering strictly to prevention protocols and guidelines issued by the government to prevent its spread,” he added.

    He urged residents to observe and practice high standard of personal and environmental hygiene by using face masks in public places, hand washing and maintaining physical distance to help prevent the spread of the infection.

    The commissioner further advised residents to call the 08000EKOMED or 08000356633 toll free line, if they notice any sign or symptoms of COVID-19, which include fever, cough, sore throat, fatigue or loss of taste or smell.

    Covenant University Announces Resumption Dates, Students To Undergo COVID-19 Test

    Authorities of Covenant University, Ota in Ogun State have announced resumption dates for all categories of students in the institution.

    In a memo to parents by the Resumption Committee 2019/2020, the university said its decision to reopen followed a positive response from the Ogun State Government.

    According to the memo, all final year students are expected to resume on Monday, September 28, non-graduating 400 Level (CoE); Tuesday, September 29; all 300 Level students, Wednesday 30 September; all 200 Level Students, Thursday 1 October; and all 100 Level Students, Friday 2 October.

    The memo added: “Please note that SIWES Students: Non-Graduating 400 Level (CoE); Non-Graduating 300L Level (CST) are not resuming. Students are to check their portal for details of their financial clearance and room allocation.”

    The university further said that information/instructions will be duly communicated, adding that every student is expected to resume according to the assigned date.

    The university noted that students will be allowed back to school only after certification of fitness to resume which include a conduct of COVID-19 test. The students are expected to pay N10, 000 for the COVID-19 test to be conducted by the university.

    To get this certification, each student will undergo COVID-19 and Medical Screening.

    The university said, “All returning students MUST undergo COVID-19 Screening/Clearance; COVID-19 screening/clearances will hold at the Clearance Centre (CUSS ground); All returning students are required to pay a COVID-19 Screening fee of N10,000.00 (Ten Thousand Naira only); payments will be at the Clearance Centre.”

    It added that screening will include temperature check; travel history checks; COVID- 19 screening (Rapid Diagnostic Test -RDT); and disinfection of students’ bags and other materials.

    The university said any suspected case will be required to return back with the parent(s) for further checks “and such a student shall return ONLY with certificate from NCDC.”

    According to the university, COVID-19 Screening/Clearance opens 8.00a.m and closes 8.00p.m daily. “All students expected per day MUST wait at the reception ground (car park) to access the Screening/Clearance centre,” it said.

    It added that parents are to stay within the car park and inside their vehicles while the screening lasted. “ONLY students will be admitted unto the Clearance ground,” the school authorities emphasised.

    It added “All returning students are to ensure they resume to campus with the following infection prevention and control materials; Facemask (at least 2 pieces); Face shield; a bottle of hand sanitizer (500 ml). Students are to check their portal for details of their financial clearance and room allocation.

    SIWES Students are ONLY expected to resume in the new (2020/2021 session); 400 Level (CoE); 300 Level (CST); therefore, all SIWES students should continue with their Industrial attachment activities.”

    “Please note that SIWES Students: Non-Graduating 400 Level (CoE); Non-Graduating 300L Level (CST) are not resuming.”
