The position of CAPS was made known in a Communiqué issued at the end of its 3rd summit themed ‘Consolidating and Communicating Change’, which held in Makurdi, on 14 and 15th December, 2018.

The Communiqué made available to newsmen was read by the Chairman, Joe Igbokwe and co-signed by the Secretary, Okelo Madukaife (South East), Abubakar DanMusa ( North West), Naomi Joel Awak (North East), Usman Adaji (North Central), Mens Ikpeme, (South South) and Alex Kalejaiye, (South West).

It read in part, “the Conference of APC State Publicity Secretaries, CAPS, convened for its 3rd Summit in Makurdi, Benue State

“That CAPS traditionally looked back at periodicals of performance and based on the papers presented, submissions from hosts and tour findings in parts of Benue resolves that CHANGE as envisaged by APC and is being implemented by its Federal Administration is, indeed, real, impactful and beneficial. Hence, due credit is hereby extended to President Muhammadu Buhari for leading this revolution.

“That a vote of resounding and implicit confidence be passed and is hereby passed on President Mohammadu Buhari, who deserves a second term to consolidate.

“That Benue State has suffered in the hands of PDP elements who commit heinous crimes against the people and pass the blames to others. But having exposed all these, we aver that the provision of infrastructure, payment of salaries, motivation of workforce, creation of industrial base, security of Benue State is better placed in the hands of a brand new APC government in Benue State, come May 2019.

Recall that the Conference Of APC Publicity Secretaries were tasked, on the first day of the summit, to tackle issues of propaganda and fake news of the opposition.

The communiqué also read “That CAPS looks beyond the myriad of fake news, manufactured by an opposition bereft of ideas to second term of moving to the NEXT LEVEL, where the successes of change -doing more with less funds, honesty, self-sufficiency, submission to the law, ridding the nation of official corruption, vast infrastructural development, increase in foreign reserves, and sustaining a productive diversified economy -is consolidated.

The Chairman told journalists that fake news and cheap propaganda will not win the 2019 election but that both the achievements of CHANGE, so far and its consolidation in the coming second term would be vigorously propagated and communicated.

He said Publicity Secretaries of APC, particularly at state level remain pivotal drivers of communicating change and therefore called for moral, logistic and financial support to enable them function optimally, particularly, in those states where APC has not formed state governments.

“On its part, CAPS resolves to intensify efforts in constantly highlighting the impressive performance of the APC led administration in Nigeria and to synergise with media spokesmen of respective governments at the state and federal government level, to ensure comprehensive and optimum Publicity of all government and party activities.

The Conference also commended North Central Zone, particularly, Benue State and North Central Leader of APC, Senator George Akume for hosting the 2018 summit.
