In an effort to transform public servants in the country there are plans to deploy a multi-tenant learning management system for their training.
Already, the Public Service Institute of Nigeria (PSIN), NIGCOMSAT and Sawtel Technologies on Tuesday have signed an agreement to implement and deploy the training system.
Speaking during the signing of the agreement, the Administrator/Chief Executive Officer of the Public Service Institute of Nigeria (PSIN), Dr. Abdul-Ganiyu Obatoyinbo, said as an institute with the mandate to provide transformational training to public servants, the packaging and delivery of training to participants must comply with global best practice.
According to him, ICT is ruling the world today and as a capacity building institute, PSIN “ is poised to deploy modern technologies to enhance teaching and learning for effective results.”
He said that even though it might seem late for the institute to go digital by this time, the partnership could not have come at a better time.
Furthermore, the PSIN CEO said the on-going process by the Head of Civil Service of the Federation, Mrs. Winifred Oyo-Ita, to transform the civil service as contained in the Federal Civil Service Strategy and Implementation Plan (FCSSIP) which was approved by the Federal Executive Council (FEC) placed emphasis on ICT.
He reiterated the plan to step up the quality of training for public servants to enable them compete with their counterparts anywhere in the world.
Obatoyinbo said that the digitalisation of training for civil servants would not only help to make the civil service to run paperless training but would also have a positive effect in increasing Nigeria’s ranking in the ease of doing business.
He added that with the e-learning management system, the cost of training would be reduced and civil servants could undergo training and re-training to make them efficient, productive and incorruptible.
“We must remain the leading capacity building institute in Africa, NIGCOMSAT is the strategic partner that we need,” he said.

He noted that satellite is very important to the development of any country and as the workforce that interprets and implements government policies, training is very essential.
He said because of the large population of public servants in Nigeria, it was not possible to bring everyone to the institute for training, but with the partnership, more public servants would be able to participate in capacity building from any location.
The Managing Director of NIGCOMSAT, Abimbola Alele, in her remarks said ICT was the bedrock of everything in the world today and that by the partnership, PSIN was now ICT compliant and digitally enabled to train people.
She added that by the deployment of the Multi-Tenant Learning Management System, PSIN was not just making training programmes available from everywhere, but also making it to be cost effective for the government as well as eliminating risks for participants.
The Managing Director, Sawtel Technologies Limited, Mike Amanyi, said with the partnership, his organisation via the multi-tenant learning management system, would enable PSIN to deliver training concurrently to over a million users globally.
He added that Sawtel would use the platform to put PSIN on the global map as Africa’s foremost capacity building institute.
