There are 16 local government councils in the state.
Ruling on the motion, Justice Abiodun Adesodun said it lacked merit, was “preemptive and speculative,” as there was no cogent fact in the it to warrant the granting of the order.
Lawyers to Fayemi, Tajudeen Akingbolu and Adeoye Aribasoye had challenged the jurisdiction of the court to hear the application on the grounds that the matter was speculative.
The local government chairmen were represented by Obafemi Adewale.
Further hearing in the substantive suit has been adjourned till October 22.
The Governor-elect who assumes office on Tuesday, October 16, belongs to the All Progressives Congress (APC) while the local government chairmen are of the Peoples Democratic Party (PDP).
